The secrecy would help maintain continuity with TOS, where time travel seemed to be unknown prior to "The Naked Time," but a government lying to its people about something that important would be obscene. There are more important things than continuity.
I've been reading this for a while, and I've been really enjoying it, and as kind of a horse person I've gotten a kick out of so there being so many horses. As someone that has spent some time around horses and horse people, and knows horse fairly well, when I read books I like to try to figure out how much experience the writer as a rider and how well they know horses. I always do the same thing when dogs show up in books too.
As for @JJMiller and his writting in this, I got the impression he's not much of a horseman, it was all very basic and surface level. One thing that stood out to me is that later in the book Pike refers to a couple of the women as "equestrians" and I've not really heard a lot of horse people use that term outside of the Olympics and other competitions like that, and especially not by western riders, which is what I'm pretty sure the characters in this would be, usually they'd just be riders, or horsewoman.
I don't mean any of this as criticisms or anything like that, it's just the kind of stuff that I can't help but notice.
