Yes, that episode made things even more murky.
2391, actually. Rios was wearing it when he had his fateful encounter with those androids.Per Picard, the Voyager badge will be used by (some) in Starfleet until at least 2385,
What we saw so far:Nope. The LD badge and the Voyager badge were used concurrently, on two different uniform styles. Per Picard, the Voyager badge will be used by (some) in Starfleet until at least 2385, and eventually another will be used (in its place?), reminiscent of the All Good Things badge.
* 2349-2371 - Delta with round background (TNG badge)
* 2371-2385 - Delta with horizontal double-bar background (Voyager badge)
** 2380-2381 - Delta alone (LD badge)
** 2383 - Delta with odd split (Prodigy badge)
* 2399 - Delta with two vertical bars (Picard badge)
This isn't the first time we saw multiple Starfleet badges being used at the same time, by different ships. That would be the TOS era, which had about seven different patches worn at the same time. Discovery, ten years prior, showed us two concurrent badges.
What we saw so far:
2349-2379 only one common badge
2380-2391 3 different badges
2399 only one common badge
Because it isn't Starfleet! We barely see Starfleet in 2399.
Yes it is.Because it isn't Starfleet!
And it always has been.Yes it is.

Nearly every previous Trek show had its own uniform, and most had different badges. The pilots, TOS, TMP, the later movies, TNG season 1-2, TNG seasons 3-up, DS9, the TNG movies. The frequent changes never made sense in-universe, but it's the prerogative of costume designers for a fictional production. That was as true 30 or 50 years ago as it is now.
And Starfleet using more than one uniform design at a time has been canon ever since "Charlie X" showed the Antares crew in pilot-style uniforms.
The crew here are civilians though, not Star Fleet officers, I assume they wear civilian clothes with a badge.
And how she had different badges on the poster and in the trailer
