I mean, that's been going on for a while. I recall reading the TOS Concordance and different ship insignia being described. Then the Star Trek encyclopedia came out and showed pictures of different insignia. And it carried over, as @Christopher notes with "In a Mirror, Darkly. "

What we saw so far:
2349-2379 only one common badge
2380-2391 3 different badges
2399 only one common badge
That we know of. We may have not really seen Support Fleet ships. Or the three fleet structure may have been an experimental idea of the 2380s that was not in use before.
We barely see Starfleet in 2399.

The crew here are civilians though, not Star Fleet officers, I assume they wear civilian clothes with a badge.
I think the conversation here has been about Holo-Janeway's uniform and badge and how it fits with the uniform trends in the other shows.
