So the show takes place in the Delta Quadrant? That would explain why none of the characters look like typical Alpha Quadrant species. But why would there be an abandoned Starfleet vessel in the Delta Quadrant in 2383, much less one with Janeway as a hologram aboard?

I would guess it's some sort of experimental ship designed to return to the DQ, similar to the quantum slipstream-powered Full Circle Fleet in the post-finale Voyager novels. As for why it's abandoned, maybe there was an accident with the experimental drive and it jumped to the DQ before it had a crew aboard. (Since it's a kids' show, I think that's more likely than the whole crew being killed.)
The hologram could even have been made before she got Voyager, and she just never mentioned it out of embarrassment that they modeled a training holo after her. Or it was made after Voyager got back, and got the old uniform because that what she's remembered for - just like a Neil Armstrong holo would show him with a moon suit.
Why should we know before the show airs?
I recall a character list which included a Denobulan, a Ferengi, a Tellarite, possibly a human, and some others. Since the six younger main characters that were shown are obviously not those people, but possibly Delta Quadrant natives, then those preliminary descriptions might have been of the Prodigy's original crew.
Why do we have teaser trailers for stuff that hasn't aired yet?
I was about to cry Canon Violation because Janeway has no rank insignia on her collar, but then I realized that's likely because this is a hologram based on her.

My very longshot of a guess is that the large rock-looking guy (on the far right of the promo image) is somehow related to the Horta.

Why would a ship taken by the Caretaker have Janeway as a training hologram?
Emergency Janeway Hologram.. For use when you want things jacked up worse than they currently are.. 
Maybe Barclay tried to send a ship to help, May be a test of the Q drive that went pear shaped and thought they lost the ship. Or some type of emergency and the crew beamed out before the ship was taken.
And it's a hair up version of Janeway from the first 3 seasons..
