At this time only the first 10 episodes are available with that digital purchase.
That's also true with iTunes.
I guess they should change that marketing tagline to "Star Trek. Almost Every Series. Almost Every Episode." 
Really? Again, here in the UK all the episodes are available, though that may change when it leaves P+.

Besides, I don't think that's ever been true outside of the US. Here, it's still missing Into Darkness, Beyond, The Animated Series, and Short Treks (and, soon, Prodigy as well, apparently). How long was it even true in the US? A few years, at most?

Now that only the first half of the season is available (in the US at least, not sure about elsewhere) I'm just going to pretend that the 2nd half of the season is non-canon and the kids just spent the rest of their lives on the Protostar traveling and having fun in non-Fed space, and that nonsense about getting drafted into a Starfleet they were basically indoctrinated to admire never happened. 
It'll be back. I'm sure someone else will buy it, especially with all the recent demand from fans.
Eh, 99% of the time when I've read or heard something like "I'm sure someone will do it" without specifying any realistic specfic person/group, the end result ends up being no one actually does it (because everyone thinks someone else will do it, ergo no one does it).

40 episodes will be all we'll get. Who knows when we'll see #21-#40. All we can do is keep our fingers crossed and hope this whole thing doesn't fall apart and the series ends with a cliffhanger that never gets resolved.
I do. No ill will intended. I am sarcastic by default finding humor in odd things and turns of phrase, like my "Never been to Spain." Just my brain.
