Perhaps you should get your eyes checked. Discovery production wise looks better then most Trek films, let alone television shows. There are design elements that I don’t care for, but you can absolutely see the production side is far superior than anything Trek has shown previously on a tv screen.God knows where that money has gone though. Picard would never fight to destroy the Federation. He'd actively work against corruption within it, to fix the organisation, but he would never look to outrightly destroy it.
Discovery takes place so far in the future, I doubt that ANYTHING Picard does [with regards to the Federation] plays into the fall of the Federation that has been alluded to in Discovery trailers.
A defining trait of Picard is that he will always do the right thing.
