On the bright side when that goes through all those abilities are permanent, even if you replace them with new ones.
Kind of makes up for the EC price increase and the needing dilithium price on the higher ones.
You buy or craft skill manuals, use them on an officer and that boff will be able to use the skill at the current level 9 efficiency.
Unlike before the boff can learn every skill there is without forgetting the old ones.
You can then switch his abilities anytime at will outside of combat, making your officers much more versatile.

How do you gain new abilities with the new system then?
You just won't use expertise for your boffs anymore.
I've been on tribble looking at this, the level III captain trainable skills are still linked to the skill tree like present, not the new command specialisation.I really don't like this new system of boffins skill training. Cryptic, as usual, has not revealed the true cost of crafting training manuals. It most definitely won't cost the listed Tribble price of 500 dil and 1 ec.
Also, you will need a character with at least 22 specialization points in command to unlock crafting of Rank III skills such as emergency power to shields 3, attack pattern Omega 3, gravity well 3, etc... Further more if you are a tactical officer, you only unlock crafting of Rank III tactical manuals. So if you want to unlock crafting of all tac, sci, eng rank III manuals, you will need to have 3 characters each with 22 points sunk into command.
You forget the exchange. The manuals will be tradable and probably cheap enough after a few weeks and probably be easier to find than be birds with the right power.

The playerbase will tie the price to the zen/dil/ec exchange rate. So if for example, making a PADD costs as much as a Master Key then training manuals will cost 1 million ec.
It most definitely won't cost the listed Tribble price of 500 dil and 1 ec.
You still gain skill points.
