I usually set it up so that votes are public, but for some reason that doesn't show up in the final poll and there's no "Display votes publicly" option when I try to edit the poll. Either someone's doing something or there's a glitch in the system.

Sorry, I didn't catch that earlier. I can solve that mystery for you: It was I who edited the poll not to display who voted what. I know, we're just grading episodes of a TV show here, but nevertheless I want this to be a free and fair voting, which to me means that it should be secret. I guess this might seem silly to some, but we have definitely enough animosity among posters from opposite camps as it is and I don't feel we should additionally feed that animosity by revealing who rated an episode high or low.
