United Federated Planetary Peacekeeping Mission in Romulus Imperial States (UFPPMRIS)

(Note to Commodore: Census Division was the “Intelligence Bureau” of the UFPPMRIS due to budget cuts. Both the Census Division and the Intelligence Bureau were separate divisions. The Census Division was dissolved last year due to additional budgetary cuts.)
As you know, sirs the problem of having a peacekeeping mission is twofold – the powers given by the attributing force of peacekeepers and the power given by the host nation or nations. In this case, the peacekeepers were given wholesale and then trickled down due to the reduction of the fleet for exploration purposes. Then it was increased with the new administration, due to the politics at home, and not looking weak.
The first problem is easy. The Fleet at home is always about exploration. It has always been exploration. The problem of the Fleet is that the main legends have always gained their respect through war. Take example of the famous Kirk and Spock. They gained their legendary fame through a war with the Klingons. Take the example of Captain Janeway - forgive me sir, news comes slowly – Admiral Janeway. She gained her victories through a final war with the Borg. Finally, if we are to even remember Captain Picard - he fought the Borg twice.
The first problem stems from that fact of exploration. Even with the success of the Klingon Civil War, the Fleet has been in a series of never ending wars to the current one. There has been a rise of a warrior caste. But thanks to the end of the Dominion War – we have dismissed them all. We have gotten rid of all the squadrons devoted to war and even prematurely dismissed the Peacekeeping Mission in the former Union. Of course I will try to restrain myself in that issue.
The ships that are here are only focused on keeping the peace. It is a political mission as you know. Due to the insurgents that have intruded in Earth’s space, we got new troops. We did receive a new commander. This was your predecessor.
The problem with the peacekeeping mission here in the Imperial States is that the Star Empire was Imperial states realized that the one thing they both agreed on was the Remans, who started the whole thing. They must be punished. So, that led to the restricting of our mission here of a department of corrections. We did attempt to bring them up but earlier policies dictated that the Remans must be punished. Thus they were and have been for the past eight years.
We did several policies. First we discredited the former Praetor by calling him a clone or a product of genetic engineering, which is the highest crime on Earth. Second we suborned the returning veterans to a power sharing government which is not respected by either Imperial States. Thirdly, we made them dependent on our aid, to the point that they have become our new … serving class. The Romulans are only too happy to push them into camps and we are happy in ignoring them to non-existence.
The third problem of this would be the number of the Remans. Many of them were dispatched to the Dominion to fight them. Only a fraction, perhaps wiser than the first wave that came here, returned. The others disappeared. Officially we are supposed to say, they are dead. If one compares the numbers before this “Civil War” and now, there is a huge difference and it still continues. It is my assumption that they were smart and remained disappeared given the perception that the fleet and their former masters are against them.
Yet we are forced to assume the fact that all the increased crime in Federation space is of Reman insurgents. We are forced to resume our conduct against the Remans and it is only the arrival of the new President that we can expand our sphere. This comes after years of perceived oppression against this humanoid species had has shown them to be as valuable as a … a Vulcan, no offense to Commander Sol.
Thus, who are our enemies now?
Our main enemies are the people we don’t talk about. The Romulans have this civil war solved in a bag. They are very adept at politicking and it is apparent that they have rebuilt their forces after the Dominon War. From my counterpart in the Imperial Star Republic, he claims that such civil wars were commonplace in the Star Empire – it’s just that we didn’t hear about it. The concept of open warfare is new to them. Yet they have taken to it as water and even the common miner has been exposed to tactics that we as the fleet, were open to in the past wars – but we dismissed them all.
We dismissed them all for a continued peace. [1]
We also dismissed all the Remans in the service of the peacekeeping missions in the former Union. As noted before, these troops were in great number. They were experienced. They were pro-Earth had nothing to do with the former Praetor. In fact, if you look at the record, sir, the former Praetor had to rely on the leaders of the Imperial Romulan Star Republic and the Second Romulan Star Empire to cement his power – not the forces dispatched to solve the Dominion War.
The question therefore becomes on where did the former Praetor get his forces? Where did he get a ship that we have never seen before and after? Any attempts in finding these supposed shipyards point to the areas that both Imperial States forbid us to know and find. Our mission is restricted, as noted before, and the expansion of our powers has come too late. The Second Star Empire looks like it will win in a matter of months.

This left a vacuum in the former Cardassian and Dominion Space and Reman troops were sent in along with Federation troops. The latter were pulled out due to political pressure of a "unjust war".
