Star Trek: Civvies

Would a series based on a civilian ship/crew be able to work? I'm not meaning a Firefly-esque band of petty crooks, but a small ship and crew working hard out on the frontier, without the constraints of Starfleet rules and regulations.

I would love that.

I image a 3 part miniseries about the Vulcans rebuilding their society on a new planet after Vulcan has been destroyed (in the new timeline).

The protagonist would be a human who was sent to that planet to do a certain job (imagine a Cmdr Tucker-like person, for example).
The Vulcan 'star' would be Jolene blalock reprising a role as a woman from T'Pal's family. And ofcourse some characters from other races.

Each episode would have a certain theme, for example how people deal with the loss of - well, everything, and how you get by on the frontier. Another episode could be about the Vulcans themselves. But besides those themes each episode would show some fast and good character development, and show more of the new Vulcan settlement.

I see the 3rd episode being about politics: The space neighbourhood where the planet is located is under threat. And the protagonists need to do everything they can to get ready in time or to reach some kind of solution (think TNG). With some space battles if you want. That political/military story doesn't even have to be resolved at the end. Even if there's no clear ending it would still be cool.

Regarding the optimistic philosophy of Trek, it occurs to me that this is why the shows are always about Starfleet - because Starfleet members are more often in a position of having to think about how an ideal civilisation (i.e. the Federation) should behave. Starfleet members have to swear serious oaths before obtaining their positions, and those positions frequently involve questions of huge political, social and moral consequence. People crewing cargo ships would not tend to deal with or think about those things, focusing rather on personal issues.

Such a series would probably have/need a long story arc as well as a lot of drama between the characters. I would like that.

But how would you sell a cargo crew series to the suits and to the audience? I mean "a crew of outlaws" has already been done, "lost in the delta quadrant" has already been done. What would be the compelling story about that cargo crew?
 
I would like to see a series based upon the night crews who surely man these ships while the main crews are sleeping. Or how about a show about the cleaning, maintenance or medical staff that you see endlessly skipping along in the corridors? How about a reality type show of some sort like 'the office' where the captain is a total boob and the crew hates him but somehow keeps saving his butt? How about a sitcom?

In case you don't realize it, all of the above suggestions were in jest. Actually, I think any new show would need to divest itself from previous shows. The general tone of Hollywood has seemingly changed to introduce more human drama into the genre. BSG is an example, even if the writing quality went downhill as that series went along. Whatever they do, they should commit to no more series reboots: boldly go and write something new about someone new. This isn't Spiderman; where you can squeeze a new kid into the spidey-suit every three years...Please, no...
