I couldn't think of a snappy antonym for 'unwashed masses'. That classic reason why Abrams Trek is too much like Star Wars.

But TrekCore said "This visit was not during active filming". She could be with the "natural look" without make up. But I think she is playing a new alien.
 
Considering how Andorian makeup is done, their hair would pretty much have to be a wig put on over the prosthetic piece. So there'd be no reason for an actress to actually dye her hair white if she were playing an Andorian (well, unless they're doing the antennae digitally this time).
 
She could be Zahra, a red shirt security (IDW comic), but TrekCore said "difficult to recognize with all the make-up" and that "her costume dramatically changed her look".
So it will be difficult to be a Andorian or another character with human face.

^I really doubt the filmmakers would draw anything from the comics. They've always ignored them in the past, despite the professed intention to keep them consistent. Also, apparently that panel you're showing is based on an extra from STID named Jodi Johnston.

And how many looks has Zahra had in the comics by this point? She was supposed to be based on the character from "Operation -- Annihilate!," but then she was carelessly drawn as a blonde, and now it looks like she's been identified with some nameless bridge extra with white hair? It seems like there's an ongoing lack of communication between writer and artists.

Or maybe the character just likes to change hair colour frequently? Wouldn't be the first (fictional or real) person to do so (and makes living with the inconsistency of drawings much easier on the blood pressure ;) , at least for me).
