I have to agree with a previous observation. Character development was still ongoing in season one, most noticeably for Spock. We see far more emotion in the form of smiles, smirks, raised eyebrows, shouts, tears, and incredulous looks from everyone's favorite Vulcan in S1 than in both of the other two seasons combined. A nod also to the comparison to modern naval command protocol in giving orders, although again we see it in Spock pretty much only in S1, if memory serves.

It's hard to imagine the very refined and cool, later-Spock shouting like that. It's like two different men.

Pretty much.

Behind the scenes, the show was new and characters were not fully established. Rewatching the oldest episodes, there's no real way to explain it. They are different characters.

yes he does, after he had raised his voice. Then he later says "There's no reason to raise your voice, Mr. Bailey."

If I was going to fit it into my "Spock follows protocol" reasoning that I missed in later episodes I would say that fits. Bailey isn't the XO. And he raised his voice because he was panicky, which was what Spock had issue with.

BTW, in Doomsday Machine we get a quiet shouty Spock back, when he's clipping out orders like "Effect repairs!"
