Peter was teaching at the school and doing missions with the X crew. Plus, all of Peter's other collaborations with X-Men over the decades should amount to him being a member unofficially. Not like Namor, who TPTB retconned into being a mutant and gave him an X-uniform and everything to wear.

The Hulks (including the gamma mutants) and the Fantastic Four used to be referred to as mutants, but now the word is 'mutate', for people not born with special powers but acquire them.
