Well the game Klingon Academy (which Plummer heavily featured in) already had Chang as a General in command of the fleet at Organia as of Errand of Mercy.

Caught an episode of 'Lancer' this morning with an appearance by Billy Mumy. Made me think that he might have made a good Peter Kirk in 'Operation: Annihilate!'
Bele and Lokai should have been played by Dick Sargent and Dick York. "I am Darrin on the right side....Lokai is Darrin on the left side...all of his people are Darrin on the left side."
Or keep Frank Gorshin as Bele but cast John Astin as Lokai. "Riddle me this. What's black and white--" "No, it's 'What's white and black'!"
