Okay...it seems to me that it began around "Genises Wave" and "Gateways". A Time To... refers to those two a bit.
I think both of these, along with Diplomatic Implausibility and the Maximum Warp duology are centered around the same time frame (end of 2375-ish). I think TrekLit continuity started to cement itself around the end of the Dominion War - the above-mentioned TNG, and the start of DS9R.

I also searched for a LONG time for some of these (A Time to Love / Hate was *very* hard to find), but keep your eyes open on eBay. Another site I can suggest is AbeBooks.
