Darn, that's what I was going to say.
Maybe 31 caught and used them to further study/refine their plan to wipe out the Founders.
I don't know about terrorist attacks but it seems pretty likely to me that they would act, as they did in other instances, to impersonate high ranking officials. I would think if they took any action it would be along those lines. If nothing else they would want to know that the Federation would ultimately keep the promise Odo made about them not invading the Gamma Quadrant.
The other thought is that they simply left Earth as when the Female Changling showed up after the Wormhole was mined she said she needed to be with another one of her kind which could be taken to mean Odo was the only one left in the Alpha Quadrant after the war broke out. We know they didn't leave their Homeworld en mass so that, at the moment the Wormhole was mined, there weren't any in the Alpha Quadrant isn't completely unreasonable.

And let's not forget that there was tech available to keep changelings in one form (albeit not Federation tech IIRC, but I'll bet S31 could get their hands on it somehow), so if they did catch a changeling, they'd have a convenient test subject.
They got recruited by Section 31, and great additions to that role they were.
I don't think anyone actually died from the changeling plague.
