Not necessarily, because it's also something that happens to perfectly normal people.

What he did to her was creepy-stalking, and she'd have been justified in getting an injunction out on him ever using a holodeck or coming near her again. It's akin to (for example) someone thinking they know an actress through watching their work and then trying to engage them in romantice discourse.

I think he's totally creepy. You don't just have "bad luck" every single time. If everyone has consensus, then it isn't just a rogue opinion that is dubbing him as a creepshow. Just ask the users at starbase75.com

I don't know that I'd go so far as to call him a stalker, but whenever he was trying to put the moves on a lady, he certainly was creepy.

At least with Riker in-universe some think of him as a creep: In "Matter of Perspective" everyone in the crew except Picard and Troi gave him incriminating looks over the rape charge, Barclay thinks of him as a bully, and a cut line had Picard telling him that he'd get in less trouble if he could keep his pants on.
You'd probably be right in the average professional situation. However, is this actually the case for Starfleet?
I get the vibe that with Star Trek's "evolved humanity" stuff that there'd be the the feeling that Starfleet officers could carry on relationships like these and not have it interfere with how they do their jobs.

In the (false) future of TNG's final episode, didn't LaForge marry Leah Brahms? So he's not only a stalker, but also a homewrecker, since Brahms was already married when they met in TNG.
Aquiel said that she loved him. And in Galaxy's Child, it was a computer mistake that caused the misunderstanding. I don't think he was stalking Dr. Brahms, it's just that he had "met" her a year earlier and presumed she had the personality (and marital status) as her hologram did.
Even though the real Dr. Brahms was more reserved and less open than the holographic Dr. Brahms, I can't see why (if she were single) they couldn't have been a good couple. At least they had Italian food and engineering principles in common.

The Brahms Holodeck Incident is... questionable. Certainly, things weren't as simple as they seemed to the real Dr. Brahms when she saw the program running in "Galaxy's Child," but still.
Aquiel, though... I see nothing creepy or stalker-ish there. The romantic relationship that developed seemed quite mutual. And she was the one who suggested they take it to the next level with the telepathic connection. He had only read her logs as part of the investigation into her apparent murder.
Barclay thought of him as a bully, during the same time frame in which he re-created senior officers on the holodeck so he could beat them at fencing, and beat up a holo-Riker in order to seduce a holo-Troi. His opinions on other people at that time in his life aren't worth squat.

In "Lessons", Picard says that "there are no Starfleet regulations about a captain becoming involved with a fellow officer." If there are no restrictions on the captain, it doesn't seem likely that there would be much in the way of restrictions on other members of the crew.

Not just a vibe; Starfleet clearly doesn't have much to say about officers becoming involved with one another as long as it doesn't cause them to neglect their duties.
