I haven't had luck unlocking Gouken. I'm having trouble doing Perfect finishes. When I use Akuma, I can pull off an Ultra Combo finish about 90% of the time I play Arcade Mode. The problem is that no matter whom I fight against (a low-key character like Sakura or Chun-Li or a strong one like Cammy or Fei-Long), I still get minor damages. I wish I could somehow hack this game to unlock Gouken.

If you can pull of Zangief's ultra, you could just use his "Lariat" move to get perfects.
I've tried that, too, as well as Rufus, Honda, Cammy, etc. Akuma is the only character right now I can do an Ultra Combo with. Who knows ... maybe 15 more years and I'll get it right.
you know what i did to unlock gouken? set arcade mode to the easiest difficulty, then set it to 1 round, and pick ryu, just spam hadoukens and evade until you get perfects, then after you get your 2 perfects, finish with an ultra on the next 2 guys, and then win normallly for the rest of the other guys, even seth, and then gouken should come out and you have to beat him too. and you have to do all this without using any continues. you should be able to unlock gouken then.
Oh yeah, the other thing you can do is use a second controller to "challenge" you so that you won't technically lose the game or need to start over if you lost a perfect. I know I managed to get to Akuma this way, so I imagine it would work with Gouken.

Sad to say, I still haven't unlocked Gouken. I've tried using a second PS3 controller to score three Perfect finishes, but something always happens along the way to the Boss round. Either an opponent kicks Akuma's ass, or Ryu does, or Seth does.

Well, stop using akuma. Offensively hes good, but his defense sucks, takes hits like a bitch and he gets dizzy easily, like i said before use ryu if all else fails try beating the game with every character including the unlocked ones, and then attempt the 2 perfects, 2 ultras and the rest normal
UPDATE: Now I know for sure that using a "second controller" to do Perfect finishes certainly doesn't work to unlock Gouken (even after having done some Ultra Combo finishes and several First Attacks). Last night I actually came close by doing two Perfect finishes in a row (no second controller) and several Ultra Combo finishes, only to get defeated by Ryu in "Fight Your Rival." 
I think the game has a built-in system that actually prevents me from winning or accomplishing a goal (even on the Easiest Level).

So I finally unlocked Seth. I thought I beat it with Dan but I was wrong. I'm a dumbass.

I love the idea behind Dan. He was created to be a bad character on purpose. In The King of Fighters series, Street Fighter's arch-rival, there's a character called Ryo who's a complete ripoff of Ryu in every way. Dan was created to as a knock on Ryo because he looks just like him. Ever since he's been a fan favorite. He reminds me of Bruce Campbell in alot of ways. I love his finisher, especially if you hit it from far away, he'll run up and trip over his feet and fall flat on his face and loose the Ultra. It's hilarious.
Some of the downloadables are decent. Blanka's and Dan's alt costumes are awesome. Cammy's Winter Gear is shockingly more skimpy then her regular gear. You can practically see where her babies come from. So it must be winter in Cancun sometime, huh? Apparently they're going to make T. Hawk and Dee Jay(two characters MIA since Super Street Fighter 2: The New Challengers) available for download sometime later on.
I don't care for many of the new characters honestly. Abel is brutal at times, but nothing special overall. Crimson Viper is well designed but forgetable. El Feurte is fun, but weak. I found Rufus insulting. Not because he's an obvious knock on Americans and the stereotype we have for being fat, stupid, and loud. Which we are, and damn proud of it btw. But because he's such a bad, stupid, pointless character.
The characters I'm the best with are Bison, Sakura, Ken, Akuma, and Cammy. I usually suck with characters that have charge-based attacks, but I've always been good with Bison for some reason. I hate charge based attacks because back in the day the computer could do a Sonic Boom or Spinning Bird Kick when ever it wanted to and it would take the player 3 seconds to charge it up and be a sitting duck when they did it. Sakura is an assicking Japanese school girl with the second best flying upercut in the game. Ken is like he always was: Ryu with more effective attacks and a personality. But Ryu's Ultra is easier to pull off though. Ken's great for people like me who like pure offense. Akuma is a god who has the easiest Ultra to pull off in the game(not to mention the coolest looking. "DIE ONE-THOUSAND DEATHS!!!"). It took me a while to figure it out, but once I did it was so easy it was criminal. Just press X button twice and toggle the other buttons really fast. So awesome.
Cammy was always a "meh" character who was more famous for her outfit then her effectiveness as a fighter. There was a reason she was voted the Character People Most Wanted to See In SF4, and it wasn't because of her move set. She was kind of the watershed moment in fighting games when developers realized that hot chicks in barely-there stripper outfits = Awesomeness. And from that we got The DAO Girls, The Mortal Kombat Ninja Slut Brigade, and Ivy Valentine - who set out to prove to the world there is a thing as too much side-boob and won. All of whom make Cammy look like an Amish gril in comparison. But they've upgraded her over the years to the point where she's pretty kick ass and her finisher F'n rawks. So I've kind of developed a crush on her based on her Ultra alone. If Chun Li could kick this much ass in a Thong of Death like Cammy, her movie might have been watchable. She certianly was in that shower scene in The Animated Movie.
I've always wanted to like Guile, but his moves are becoming limited and dated. And his Ultra is impossible to pull off. They really need to do something with him. Badly. Because he's always gotten points for style. And, in the minds of many fans judging by fan art, Guile + Cammy = Cutest Potential Video Game Couple Ever.

Congrats, Thrall. Unlocking a boss in SF4, especially Seth, is no small achievement.
It'd be cool to see Vee-Jay and T. Hawk (as downloadable characters) for nostalgic reasons (though I have to say, those two were quite forgettable, but the same could be said about Dhalsim and other secondary characters who aren't as powerful as other fighters). Heck, I'd even be willing to pay to download the bosses should they become available.
My strongest characters are Zangief and Akuma for obvious reasons, though my personal favorites are Cammy, Vega, and Fei-Long. Like I said, Akuma's Ultra Combo is the easiest to execute (at least for me) and deals heavy damage, and for this reason I'd rather use him to unlock Gouken.

The only problem I have with Cammy is that her Hooligan jump thingie is hard to pull off.
