I once read on this forum that Brooks was asked to hawkify his character. Even later in the series, at the heart of the war, I don't see much of Hawk from Spenser For Hire in Captain Sisco at all. Maybe I missed it. He is a great character. He did grow to accept his role as emissary where as when the series started he was uncomfortable with that.

Hawkifying Sisko was the only ... ... ... hope!
I think it was more about the physical aspects of the Hawk character, which was more in line of the look Brooks sported prior to casting on DS9 than it was the actual character traits.
From the interviews I've read Brooks was excited about doing something new, a father rebuilding a world and all that. If I recall, TPTB didn't want to have two bald captains on the air at the same time or some such ridiculousness, hence the original look of 'Commander' Sisko. My assumption being to distance themselves as much as possible from be accused of doing Black Captain Picard or whatever.
