Barclay isn't soldier material, but there is always a place for a useful genius in the power structure.

He's an unstable element that's a detriment to any team.
As an Officer you're supposted to be able to rely on your team mates.
Barclay is unreliable and would get his team mates killed in the line of duty due to his sloppy work ethic.
Well, Starfleet isn't NATO. I guess that there has been some development since the 21th century and that some things are very different from what we have today.
In fact, Barclay is evidence for that. Today he would probably be booted out of most armies, not to mention ordinary works as well but in the 24th century they might see other qualities in him.
Therefore the events in "Learning Curve" did surprise me. The military bullying that Tuvok actually did show up there will hopefully be gone in the 24th century.
Barclay *did* get promoted. His time on the Pathfinder project earned him the rank of full Lieutenant (he used to be a LTJG).
