Should there be mentions of Archer's enterprise?

Well the Andorians were not responsible for the deaths of 7 Million Humans. It would probably be a few generations before that wound is healed.
America nuked Japan, twice. Now the worst thing that passes between them is an exploding mobile phone battery.
Germany's leadership systematically exterminated over 6 million humans, and is a major partner in NATO and the EU before those who carried it out are even dead.

e: Ninja'd.

I think 100 years would be too soon for Xindi Membership in the Federation IMO.
Edison's speech at the end of Beyond talks about the Xindi (and admittedly much more problematically, the Romulans) and "breaking bread with our enemies" when the Federation was founded - implying they were already members, or at least allies of the Federation in 2164.

You know, if it is relevant to the story they're telling, sure, mention the NX-01, Archer, or anything from the ENT era. But to just do it for the sake of touch stoning? No.

I mean at least in the pliot. Maybe talk about what happened to Archer's crew?
Not in the pilot. Maybe a not to Enterprise, or a brief mention, sort of like how Star Trek 2009 handled it with the Admiral Archer reference.

Now I would LOVE to see a flashback episode(s), or have members of the Enterprise Crew make guest appearances as older versions or in video recordings, and I definitely would love to hear about the Earth Romulan War. But only after Discovery can stand on its own, indeed, prove itself to me. Right now, I could take or leave Discovery. I am at a "wait and see what the buzz is" stage right now.

So the Humans vote no to extend membership to the Xindi, and the Vulcans, Andorian, Tellars, and A Centurians vote yes.

The Xindis are in, next order of business ... ?

I think Discovery should only reference Enterprise if it is relevant to the plot in a major way.
They can pay homage to the series by having the crew of Discovery go to Sato's planet or Tucker's Starbase or the like.
Just a casual name drop.

Oh and in today's market, it's unlikely as hell that Discovery's premiere gets anywhere near the rating ENT's got

Based on this thread, the majority of participants thought that Discovery's premiere on CBS would meet or exceed ENT's.

I'd be OK with a name drop and then dropping the whole thing. More than that starts to edge towards continuity porn with a series that is weak IMO.

I would like it if they canonized Archer's post-Enterprise life, ambassadorship, presidency, and death the day after the 1701 launch. Considering how prominent his life was after his captaincy, it could very likely be organically written into the show at some point.

I'd want there to be an appearance by a time traveler from the future written in. The time traveler would talk about the fates of the TNG-era characters from the Prime Universe. How Spock went missing, Guinan and Data died fighting the Scimitar, Jean-Luc Picard developed Irumodic Syndrome, and Tuvok passed away on the toilet after snorting too much crack cocaine. Stuff like that which would being the continuity full circle.

We'll likely never see Scott Bakula on a Star Trek set again, so that makes the rest of his cast even more unlikely I'd say. So anything in background like that, would be quite nice.

Bakula is the most likely to appear on Discovery, given that he's one of the CBS leading men with NCIS: New Orleans. It's basic cross-promotion to use the same actor on multiple series, which you can then bombard with advertisements to "check me out on Star Trek: Discovery, premiering this Wednesday at CBS All Access, with a special sneak preview buried in the third commercial break of tonight's broadcast".
