We know the new Picard show takes place 20 years after Nemesis - meaning 2399. This is 24 years after the end of DS9. Obviously many of the DS9 characters would still be alive at that time (barring accidents) but on the other hand, Picard did not personally know any of them other than Worf and O'Brien. Aside from perhaps meeting them, what would be plausible?
My ideas:
Martok: He was Chancellor of the Klingon High Council when we last saw him. While a 24-year rule would be unusually long from what we know of Klingon history, provided Martok stayed alive and robust enough to survive any challenges through personal combat, he should still be in office.
Rom: Was Grand Negus when we last saw him. Considering Zek stayed Negus until he was in his 90s, there seems to be no reason why Rom wouldn't remain in his position, barring some sort of power struggle within the Ferengi Alliance.
? Yates-Sisko: This is an out there idea, but hear me out. By the time of the Picard show, Ben and Kasidy's child will be 23. Presuming they went into Starfleet, they should be a newly-minted ensign. A secondary character with this lineage could be their own person, but would also have an interesting backstory which could be slowly explored.
