Should the Complete Series Set be on Single Layer discs or is it a bootleg?

So I had owned TOS, TNG, Enterprise and Voyager all original season sets and finally wanted to add DS9 to my collection. I noticed the complete series was cheaper than the individual seasons so I bought it online.

Long story short, dvds came in bad condition, ended up getting a refund since 6 or more discs wouldnt read, guessing shipping guys had a soccer match with the box.

I had since replaced those with mint condition individual season sets that work fine.

Here in lies my question, the dvds from the complete series are single layer 4.19gb and pretty poor quality, DVDs for the original sets (Single seasons) are around 8gb each and much better quality. Did they simply go cheap when making the Complete series set and put them all on single layers, or could the set I had be some sort of bootleg. It has the 3 box sets (Seasons 1-3, 4-6 and 7) that I read makes it legit.

As I this was my only experience with a complete series Star Trek set, does anyone know if the complete series discs are just ultra cheap poor quality single layer disc or is this set just some very convincing bootleg?
 
It's definitely a bootleg. The episodes generally clock in at slightly under 2gb each on the legit sets.

Edit: I guess they weren't dying for an answer. Why ask a question and then not even bother to come back for the answer?
