What do you think Section 31's attitude toward Voyager and Seven of Nine, both before and after they got home? And would they attempt to do anything to or with Seven after she made it home? At the beginning they must have been very worried about whether she can be trusted, but I think that they would have eventually been convinced she can. But no way they just ignore her. They might secretly do experiments on her to learn about the Borg, or might even try to recruit her as an agent.
(No, I don't know if any novels have covered this, but would be interested to hear if they have.)
After the Dominion are neutralized as a threat, I'd think Section 31 would pivot back to worrying about the Borg above all else, and I'm sure they would target a lot of the things Voyager brought back with them. They probably didn't need to worry about ablative armor because Starfleet R&D would do all that above board. But the Doc's mobile emitter? They might target that whereas Starfleet would consider it Doc's property.
I imagine Seven being recruited and Doc being a major person of interest to them.
