Star Trek: The Motion Picture - Concept Art - Authenticity Unverified

I vaguely recall seeing this somewhere before, but the description is interesting with the unverified nature of it. Anyone here have any thoughts?

Makes me think of a Vogon, one of whom was described as having "highly domed nose rose high above a small piggy forehead."

That’s easily explained:

Upper deck seated figures get a window.

Lower deckers have to stand to see out…naturally.

Indeed, this exact solution has been conceptualized many times now by various artists and modelers, often as lounges or the like with split levels, though perhaps not with that precise commentary on rank!
