The Day and Time Of The Doctor brought Gallifrey back to teh forefront. But along with it Moffat created yet again another impasse, they can't allow the Doctor to find and bring back Gallifrey without restarting the Time War.
It can loom like a shadow over a protected Gallifrey. The Time Lords can come back as long as they are protected from the Daleks. I imagine the Time Lords are worn out from the Time War and have no real hope of continuing it if they are returned to the universe. If protected, they can go back to their old ways, of mostly non-interference, yet fixing temporal problems and making the universe at least somewhat safer to travel to and from.
Like in the old days, if there is a problem with the Daleks, send the Doctor. The Time Lords are just their enemy (like basically everything else in the universe)...the Doctor is what they fear. To the point they can't even just shot him, they fear him that much.
Why can you guarantee that?Might this be the way to bring Mcgann back for a full series or special later?
That's never happening and will never happen. I guarantee outside of a multi-Doctor team-up we'll never see Paul McGann's Doctor on screen again.

Because past Doctors don't com back to star in their very own special, and they certainly don't get a full series after their term is over. As far as television is concerned, we don't see a past Doctor after their successor is introduced unless it's a multi-Doctor story.
Yeah, I get it, it sucks that Paul McGann's on screen library is one kind of okay TV movie and one really awesome but too damn short webisode, but fandom should get used to the idea that that's all we're getting from him unless he is brought back for the next team-up with another Doctor or anniversary special.

McGann didn't really have "a term". He is extremely popular, especially after the webisode. He himself is interested to come back.
If the Moff goes then who knows what the next person in charge will think about it
