They see 31 as the CIA, which it never was in DS9 and ENT (CIA is official and known, 31 was not)

its kind of like how there is the stuff the CIA is known to actually do, and then there is all the conspiracy deep state assasination stuff that people tell stories about. They can still be the same organization. They just have a secret cabal doing stuff they aren't supposed to be doing. But yes, before there was always Starfleet Intelligence, which would have been the real CIA/public part of 31.

I never thought about it like that, but actually that kind of makes sense - Star Fleet Intelligence, ONI, Jag, NCIS, none of that has anything to do with the big governemnt spy aparatus.

So Section 31 is the FEDerationS, while the rest is the Fleet Navy.

crazy, crazy thought, but what if Section 31 is a result of the time war somehow, and its mission statement is to pave the way to the 31st century, where Daniels ended up?
