Secretary Kubus

Just rewatched The Collaborator with my girlfriend, and for the first time I noticed that they never resolved what happened to Secretary Kubus. Was he allowed to return to Bajor per his deal with Winn? or was he exiled anyway?

It's strange that the episode started out conceredn with this character's fate and then it was completely forgotten about once Kira got wrapped up in her investigation of Bareil. They should have mentioned what happened. I have a feeling he was exiled anyway because when Bareil dropped out of the Choosing Winn nolonger had the desire to expose him as a collaborator and therefore had no further need for Kubus.

I always thought he was allowed to return. He had a deal with Winn and I think somebody like him would make that deal waterproof. I also think Kubus knew the implications of him telling the secret to Winn (and the value of his info), so he got it all worked out neforehand.

He didn't become what he was by blindly trusting someone's word.

When Kira found out, it was done. And with Winn getting the upper hand, no one was left to question the decision.
I mean Winn is ruthless. But even evil people need other people being able to trust in deals with them.

Besides it adds to the "the bad guys win" scenario of the episode.
