The entire fiasco around this issue is based on the premise that CIQ was predominantly found on smart-phones tied to specific mobile service providers who sanctioned it's implementation.
Actual OS-es such as Android and Apple in their vanilla form probably do NOT contain the said program.
I'm on Android myself, and I'm using custom vanilla Gingerbread which was compiled from the official release.
