I agree, ignore the crewmembers who actually paid their tour of duties dues on a commission and let the popular character leapfrog over them. I mean, its not like we care about them??? Who cares about that, Seven should have it... she should be President... oh, wait... she was one last season. The series was never made to make sense, if it entertains why should it matter?
The only thing the crew needs to understand is that Admiral JLP is the ranking officer on the scene since "Captain Rios" vanished, then what he says GOES. So Seven is a "Provisional Captain" with a field commision. Just like Chakotay got a Field Commission and was the Provisional 1st Officer for all those years. Eventually they made him a REAL Captain post VOY as seen in ST: Prodigy.
Huh. That’s quite odd then that when the Excelsior warped into the fleet, that it was Musiker who contacted Picard on the Stargazer rather than the actual captain of the ship. If all she was doing on that ship was supervising cadets, then there’s no reason why she would have been that contact person, unless she was in command of the ship.

They know what needs to happen when you use Transwarp Conduits. All these are easily do-able on mass produced civilian vessels and completely automated by the computer right before entering a Transwarp Conduit.
There's never been a Captain quite like Seven of Nine. How many Captains in Starfleet have started off as VILLAINS? Starfleet is a fictional organization -- so they're going to do what they want. Seven will get her full commission (Admiral Picard can testify to Seven pulling Elnor off a Borg cube. She's the reason he's a cadet at Starfleet Academy today.) Janeway can testify to Seven steering Voyager through a toxic gas cloud all by herself.

Starfleet LOVES all the fun Borg tech (preferably without having to deal with the Borg who created them ). How old is Pike? I've yet to see anyone complaining about HIS age. Picard was 59 during Encounter at Farpoint. Why wasn't HE considered long in the tooth?
In fairness, Seven did apply to become part of Starfleet before, but she was rejected (I'm thinking she would have had better success if she applied at the same time Icheb did - while VOY was still in the DQ). Also, Seven has proverbial knowledge of 10 000 species in her head... and the Borg assimilated SF captains... she wouldn't need to technically go through the Academy because the knowledge is already part of her (or at least most important bits)... and she served as a science officer on VOY for 4 years, so she is familiar with the chain of command. To be fair, I think Seven could technically skip through the Academy and be given a commission (maybe even skip the rank of ensign as well given her experience on VOY)... but not sure I'd buy her being a captain right off the bat either. It could have been a temporary thing on behalf of Picard just for that given situation... which would at least give her a way back into Starfleet (and who's going to say no to Picard? - although I'm offended that Janeway's backing wasn't enough because to be fair, I think she did more as a captain than Picard has... and she did it better under the circumstances).
Probably because Humans tend to live until 150 in UFP (barring any accidents that would cause premature death)? Archer lived to 150... as did McCoy. 59 wouldn't even be considered mid-life.
I think she would go through whatever training program SF may require of her (if but for the simple reason that they're mandating it and Seven -- being the good soldier that she is -- is expected to comply). You don't start someone as experienced as Seven is off as an ensign. Picard chose her based upon her experience. She would now have the backing of both Picard AND Janeway.
It just occurred to me that Wesley could have been used as an avenue for Data having a role so to speak. Wesley transfers Data into a Gary Seven style human body and they walk off into the sunset as Travelers, similar to what happened with Kore. But Wil said he wasn't going to be in Season 3, so...
Seven will join Starfleet for the same reason she joined the Sirena crew: she needs a degree of structure in her life. For twenty years, she tried doing things her way. She came thisclose to going over the edge completely.
Remember when the flagship of the Federation was steered by the doctor's son? So really having Seven leapfrog more experienced officers is the most TNG thing PIC did.
