The writers might been thinking of her when they wrote the line. Her half Romulan background is pretty pervasive.

I was wondering that myself. Then I got distracted by the spaceships in the background. It's nice to see that the Excelsior officially still looks the same as it ever did.
There's also the OG Stargazer to the right, and a couple enterprises even futher to the right in another picture. At least one is probably the -A, you can see the rear of a Connie refit nacelle. Million dollar question, what design will represent the TOS Enterprise?

Ok, is there an error with the pictures, or is the design of Raffi's uniform changing between images? Some shots it has a white trim, others it doesn't.
It seems to be an artefact of the lighting / image processing (look at the edge of her left sleeve in the same pic).
I briefly wondered if it was a dress variant of the same uniform but I'm pretty sure it's not and it's just that particular shot because they all seem to be part of the same scene. The yellow Operations uniforms from the Stargazer scenes also have the same clear seam piping down the side seams of the pants legs. I'm assuming that this is also true of the red and blue uniforms, it's just that the contrast with the black is not so great and therefore those details are not as obvious at a distance.
These look more like an updated version of the "flashback" era uniforms from S1, particularly the admiral variant worn by Picard at the Academy (and also by the flag officer who appears to be visiting him at the Chateau in the promo pics). Overall, I think I like this more than the slightly bland Starfleet uniform from S1.
I don't think it's the lighting. It's too perfect.
I wonder if this was maybe an early version that they didn't like and replaced, and those shots accidentally made it into the press kit?
That would also explain why her hair is longer in the shots of the uniform without the trim.

Could be the movie-era Enterprise, or even the Ent-D. As for TOS era, it will match whatever we see in SNW, which we already saw in Picard Season 1 (the hologram in Starfleet headquarters).
