Sadest moments from TNG?

2 Finding out what happened to Lwaxani Troi;s other daughter in "Dark Page"
3 Picard crying about what the Borg did to him in "Family"

Not a huge fan of Tasha Yar, but I thought her memorial was pretty sad.

Probably when Troi found out she had a sister, the one who died in that tragic accident. That episode was tailor made for mushiness... I didn't cry, but my eyes burned hard in places...
 
Can't say that "In Theory" did much for me, but I'll add the ending of "The Inner Light", when Picard realizes what's been going on.

the first when the scientist woman has Data read her kid's diary in the kid's own voice, then the end where Data says that her kid would be sad that she ruined her career for him
 
Watching the Enterprise-C fly off to their certain death in Yesterday's Enterprise.
 
Most of my picks below have already been chosen, but I've added one or two more as well.

- Lal's death in The Offspring
- Tasha's goodbye to Picard in Skin of Evil
- The end of Silicon Avatar where Data tells Dr Marr her son would have been saddened by her actions
- The end of Lessons where Picard closes off emotionally and agrees to Darren's transfer away from the Enterprise
- The Exocomp's self-sacrifice in The Quality of Life
 
The sad TNG moments for me are:

- Lieutenant Yar's death in "Skin of Evil" and the memorial that followed
- The dark arboretum scene in "Dark Page" with Deanna and Lwaxana, and when she had to leave her dad forever, knowing she probably won't ever see him again
- The way Picard had his hands over his face in "All Good Things..." after he collapsed the anomaly
- When Ro pointed a phaser at Riker, kindly asking him to tell Picard how sorry she is for letting him down in "Pre-emptive Strike"
- Picard telling Troi how his brother died in Star Trek: Generations.
 
Definitely all of the ones mentioned are great examples of episodes with sad moments.

Although these weren't my favorite episodes, they had sad moments:
* "Thine Own Self" -- when Dr. Crusher and Riker visit the village and learn about Jayden's (Data's) death from Gia. You get that sinking feeling for a moment that they'd find the discarded remains of what was once Data, in a state of permanent disrepair. You also learn of Data's self sacrifice, to help those people at all costs... he was willing to die for them. Gia was sad about losing her friend, but I felt she could have shown a little more depth to that.
* "The Outcast" -- when Riker and Worf go to all that trouble to rescue Soren, but it's too late--they've brainwashed her to gender neutrality, essentially corrupting her personality permanently.
* "The Perfect Mate" -- Picard feels that he has found his true love, but he can't help but watch her be betrothed to someone else. The lead up to that, their last moment together... You just feel that dread welling up in Picard.

One of the real saddest ones featured a brilliant performance by Patrick Stewart. In "Sarek", when he basically takes on all of the bottled up emotions of Sarek so that he can conduct the negotiations. Beverly is there with Picard, when he simply can't contain himself any longer. It's hard not to shed a tear on that one.
 
I always tear up at the end of "Lower Decks" and "The Survivors". The latter in particular is a very underrated episode.

Movies:

Picard telling Troi about the death of his family in generations
On the bridge after data dies in nemesis
Data's funeral in nemesis
The B4 trying to sing the song data sang at Deanna and Riker's wedding ( this bit really gets to me).
 
Nemesis would work a lot better for me if I didn't have such a strange feeling of deja vu while watching the later sequences.
 
Although it wasn't in the show, the moment when Picard reveals the content of the message he receives on the holodeck in Generations was pretty heartbreaking.

That and when Data died during Nemesis.

I didn't really find anything that tear jerking in the show, though.
