Even Martha came back for a total of 5 episodes in season 4 plus a Torchwood appearance, NOT counting her cameo at the end of Tennant‘s first stint.
Two seasons is average for companions. If Ruby does indeed leave after her second season, it won't shock me in the least.
Hand back your TARDIS key, psychic paper and sonic screwdriver...............
HOW THE HELL DID I FORGET ABOUT AMY AND RORY.
I'll climb into the hole of shame now.
(And yeah, I think you're right two seasons is more the norm now)

I think it's Big Finish leaning on the verbiage "the war between the land and the sea" which is the title of RTD's proposed spin-off.I don't get it.
I would assume Hartnell may have suggested it so Camfield would have a camera on him. But the surprised reaction from Purves and Marsh in the telesnap suggests he did it privately, so only the director knew. The point is, though, that creative changes, including last-minute ones, are made all the time. Initial ideas can change at any point in production or new ones can pop up that can change an entire narrative of the original story (I present Exhibit A, one George Lucas). What might have been initially conceived as something minor can become more relevant if inspiration hits or that particular something becomes suddenly popular with audiences.
