Russell T. Davies Returns to Doctor Who as New Showrunner

Executive Producers don't do any work. The title is either a contractual obligation (big name actor gets listed as one) or a way of generating finance/selling your product by having a well-known producer attached.

I'm going to go way out on a limb and guess that the Ramones didn't really intend for their audience to start beating on brats with baseball bats, either.

When it comes to soundtracks... wallpaper comes in many varieties. A soundtrack by Johnann Johannsson, Hildur Gudnasdottir, Colin Stetson, or Ben Salisbury and Geoff Barrow isn't necessarily going to have a lot of strong, memorable melodies or a wide range of dynamics and instrumentation. It won't sound anything even vaguely like a John Williams score. A fair amount of it is likely to be minimal and texture-based. Some people may be put off by their work, or actively annoyed by the occasional noisiness in some of it. But those composers will support the film or TV series with a lot of atmosphere rather than loud bombast. Their work will also result in soundtrack albums that work as background listening instead of demanding your attention (well, Johannsson's Arrival may grab your attention sometimes, and some of Stetson's horror movie work). So some people will probably find this stuff wallpapery, or sometimes just not musical at all. But stuff like that, and Howard Shore's Crash and Cliff Martinez's Solaris, work for me. Akinola's only got one foot in this world, his music is more conventional TV soundtrack work for the most part, but I don't find it grating or overdone the way I often do with Gold's music.

Executive Producer can mean a lot of things; those are two of them, but they’re certainly not the only two. For the specific project, though, I suspect Davies’ involvement does fall into the latter camp. He’s also credited as an executive producer on an ITV miniseries that came out last month, and his quote (well, the quote some PR person wrote for him) on that was very much in the producer-as-clout-bringer camp: “I read 100s of scripts, but this one shone out from the rest. It's an honour to help Jamie get this to the screen – it's funny, fast, clever and heart-breaking, everything you want a drama to be!"

Obviously taking this with a grain of salt because of the source, but I'd be up for Moffat writing some episodes. He was at his best as a writer who didn't control the show, and even his worst episode is better then anything from the Chibnall era at the bare minimum. As long as he's not responisble for writng any prolonged arcs, I'm all for him coming back to write some episodes.

Well, since the Chibnall era had an episode that was just 50 minutes of right wing propaganda (Kerblam), its about time for the show to go back to pissing off the people who'd support the Helen A's of the world. The show now (presumably) not being as influenced by the Tory controlled BBC would probably lead to that even if RTD wasn't back running it.
