Riker after The Best of Both Worlds

I don't know if it's been mentioned yet, but Riker was offered a ship of his own as early as the first season.
For some reason I found it funny how Shelby kept her promotion given by Riker and quickly left with it, even though Riker turned his down.
This makes me wonder if Starfleet really is the military of the Federation.
In some constitutions, the military can't do certain things when it concerns civilians, and Starfleet did a lot of things with the civilian populations.
