I am not 100% sure, but Sevens husband in s3 would have been Beltran. If so, that role was on screen far longer thank Tuvok in Picard episode 7. Tim Russ got cut a nice paycheck I am sure for his Tuvok cameo. I don't see Beltran doing much acting these days, but why he would turn down a paycheck and irritate his Chakotay fans is strange.
Even Nimoy took any role he could to earn a paycheck for his family. His interview with Tom Snyder was regarding this. Snyder was laughing at Nimoy's early acting jobs and made light of Nimoy taking a job in a cheap horror movie. Said the role was below Nimoy's talents. Nimoy got pissed and said something to the effect of "I am an actor. I take roles to get paid and feed my family. " It was funny
He took a voice role on Prodigy, and that hasn't really come to much so far, so I presume what he presented for Picard was even less than that. And less than that, really would be a pretty much "nothing" role.

It doesn't make sense, especially since they didn't even stay in the Confederation timeline for long. And if Chakotay's going to be in multiple episodes, why not feature prime timeline Chakotay instead?

They could have offered Beltran a little more incentive. The real Chakotay could have been amongst the ship captains assembled in the finale. Of course, that would technically constitute spoilers for Prodigy, so that's probably one reason why they didn't want to go that route.
It's not like Beltran is well-disposed to Star trek anyway. He wasn't while he was making it in the first place... Ah well. I think it's nobodies loss.
It's to do with 4K TV - since more and more people have them, costumers put in this type of detail to stop the costume looking 'flat'. However Picard is so dark that that detail is completely lost except in maybe a couple of scenes.
Picard has just gone FULL LEATHER this season which seems like an odd choice.........

Oh for fuck's sake...
I don't know. I disagree. Matalas has been pretty... unique as far as producers go. He's engaged with the fandom a lot and really comes across like he doesn't want people hyping themselves up for a dream appearance that they aren't going to get.
