I’ve seen this on Youtube. It's interesting, but it comes across as very much test footage. What gets me right off is their hair, styles you simply wouldn’t see in an organization structured along military lines. Throughout the franchise, until more recently, Starfleet personnel tend to have conventional/conservative hair styles with the exception of the women having more leeway.
 
If one wants to see the evolution of hairstyles, one need only look at 'Mission: Impossible', which straddled the 60s and 70s.

Just look at Peter Graves, Greg Morris and Peter Lupus at the start of the second season vs the seventh season.

I have no doubt had II gone into production that the hairstyles would have been slightly longer than their 60s counterparts and we might have seen some feathering and maybe the occasional Farrah.

It's clearly test footage with the make up and prosthetics not fully developed. I doubt they'd require the actors to have in character hair cuts for that.
 
I would hope at least that Xon's ears weren't a final draft of that look, because jeepers. Afro Decker might have been cool, maybe Disco Bones borrowed his medallion for TMP.
 
Robert Reed and Shatner in those Trek style uniforms I always remember as someone tried to convince me that this was real shot footage for the series back in 1977. Foolish boy. 😄
