However, over the course of the show, she comes across as a complex, interesting character with a lot of layers. The fact that she is flawed just makes her more compelling IMHO.
I don't really agree, I never had a firm grasp on who Janeway was supposed to be, she didn't seem real to me at all.

Seven of Nine: All throughout season 4 I kept saying out loud "I love Seven of Nine" because her character was so refreshing and intriguing and the quality in that season spiked up as well

The Doctor: He became quite unlikeable near the end but he was great in the earlier seasons right through to season 5 until he became egocentric later on. Nonetheless he developed a lot and was played very well.

Kes: God, that VOICE was absolutely killer. Kes was a warm, beautiful character that was always a pleasure to watch and how much I missed her in season 4 was definitely a testament to how much I liked her. There was a lot of potential there.

B'Ellana: B'Ellana had fantastic character episodes which were some of my all time favorites such as "Barge of the Dead" and "Faces". Roxann Dawson's performance was flawless. Unfortunately her presence seemed a bit sporadic in the show as did her abilities.

Neelix: I liked Neelix! I thought that he was quite realistic in how he was annoying and sometimes overstated his abilities. And his character episodes had such an emotional punch - "Once Upon a Time", "Jetrel", "Mortal Coil"- brilliant stuff.

Tuvok: I did like his sense of humor throughout the show but he did seem a little underused didn't he? Not much to say

Janeway: Confusing, confusing character who was never written consistently and never seemed remotely like a real person to me. Mulgrew's performance was sometimes a bit too stagey with her too, but overall I liked her performance.

Chakotay: You could just tell the actor wasn't taking it seriously, didn't really buy his character.

Tom Paris: The Rebel without a Clue who treats B'Ellana like dirt and she forgives him. What were they trying to do with him? Every time I see Tom, I just think about how much better and more interesting Nick LoCarno would have been on that ship. Tom Paris was a wet rag.
