In order of who I found entertaining
The EMH
Dr Phlox

1) McCoy. A wonderful mix of irascibility, concern, and good old Southern charm.
2) The EMH. Nuanced and complex. It was fascinating to watch him grow as a character.
3) Crusher. Strongly professional, but with intriguing facets.
4) Bashir. Interesting and well-played. But frankly I liked him better as an intelligent but naive young man who was learning, than as a genetic superman.
5) Pulaski. Too much of a dead-straight adaptation of McCoy, right down to the arguments with Spock/Data. But Diana Muldaur, while a capable actress, doesn't have a fraction of De Kelley's charm -- and when (like McCoy) a major facet of your character is being argumentative, that matters.
6) Phlox. While his quirks were sometimes amusing, I really only have one word for the doctor of "Dear Doctor": Airlock.
I haven't watched enough of Discovery to place Culber. Honorable mentions to Dr. M'Benga and Dr. Boyce, two interesting medicos I would have liked to see more frequently.

I assume you want to limit this to medical doctors on Starfleet (Earth or Federation) ships or facilities. I furthermore limited the list to those who appeared onscreen (and not just mentioned or okudagrams). I've bolded the hero ship/station doctors:

True the character is a product of the time in which he was created but he never struck me as a sophisticated twentieth,never mind a twenty third century citizen.

If you're bolding doctors from the hero ships and station, shouldn't M'Benga, Selar, Martin, Chapel, Dehner, and Noel be bolded? They all served on the Enterprise or Enterprise D, which are definitely hero ships.
I was bolding Hero Doctors on Hero ships (i.e. main characters or their equivalents if they stayed on). Otherwise 20 of the 32 names would be bolded. I didn't word it very well, or at all, though.
Then at the very least, Chapel was a recurring regular on TOS, she at least should be bolded.
She was a nurse. She was a Doctor in TMP, but not the main one. I'll remove the bolding if it bothers people.

She was going to be the CMO of the relaunched Enterprise until Kirk bullied his way back into the centre seat.
McCoy as Chapel's second? That would have been nice to see.

M'Benga: Operated on Spock when he was injured in TOS A Private Little War
Selar: Accompanied the away team to Graves World and looked after Ira Graves in TNG The Schizoid Man. Also mentioned in multiple TNG episodes
Dalen Quaice: A friend of Beverly Crusher's, TNG Remember Me.
Miranda Jones: Travelling with the Medusan Ambassador, TOS Is There in Truth No Beauty
Jeremy Lucas: A friend and writing correspondent of Phlox. First mentioned in Enterprise Dear Doctor, not seen until Cold Station 12
Martin: Another Enterprise D doctor, took over sickbay when Crusher was incapacitated in TNG Violations.
Elizabeth Lense: A medical school rival of Dr. Bashir's, visited the station at some point in DS9 season 3, can't remember the episode.
Christine Chapel: Well, we all know who she is.
Sarah April: First CMO of the Enterprise, Robert April's wife, seen in TAS The Counter-Clockwise Incident.
