Sure. It's probably still way more efficient on a scale outside of our comprehension. Ambient energy isn't necessarily a bad thing, and a room that generates usable wireless energy in the ether but is otherwise harmless to humans and anything else would have a ton of benefits, like how a television or radio fills a room full of signals/images/light/waves that does nothing physically harmful to us, but we still learn or be entertained from the room being flooded with those emissions.Maybe the reason they have to generate so much power is that warp coils are ridiculously inefficient, but it's the only way they have to achieve warp speed..
