I do remember seeing Star Fleet Battles booklets back in the day and assuming they weren't allowed Kirk because they always had a generic Kirk-ish captain on the covers but it definitely wasn't Shatner.

I'm surprised that nobody has paraphrased Kirk's line to Harry Mudd, in the final scene of "I, Mudd," and called Richard Arnold "an irritant."

The funny thing is now we have multiple references to the Kzinti in modern Star Trek, between the name drop in Picard and the actual Kzinti ensign in Lower Decks.
