Question on Richard Arnold and his role

I do remember seeing Star Fleet Battles booklets back in the day and assuming they weren't allowed Kirk because they always had a generic Kirk-ish captain on the covers but it definitely wasn't Shatner.

It's funny. I'm coming to this party late, learning about Richard Arnold for the first time on an article about Peter David's final Star Trek issue "Once A Hero" and his clashing with Arnold. What's funny is how Arnold's treatment of tie-in writers sounds like Maurice Hurley's treatment of series writers on TNG while Gene was in charge... stifling creativity in the name of "protecting Gene's vision".
