Yes, I think that's exactly the sort of thing Q would do, for a number of reasons:
1) it might amuse him,
2) it might annoy other Q, and that would amuse him,
3) he might be interested to see what happens in the long run,
4) or he might be so indifferent to Riker having powers that he might not be bothered to get around to removing them.
