As of the time of "Prophet Motive", the Grand Nagus is fundamentally transformed by the Prophets.
Quark enters the wormhole and warns them that if they don't change him back, more Ferengi will enter the wormhole and never stop bugging the hell out of them.
The Prophets say yeah, fine and change him back... supposedly.
A short time later, Zek falls for a person he would normally have publicly shamed, if not worse: a female Ferengi suffragette.
A short time later, Zek advances full female suffrage on Ferenginar. And a year or two later, he dismantles the Nagus's autocracy and creates a welfare system.
Maybe the Prophets changed Zek back enough so that the Ferengi wouldn't immediately detect the change and wouldn't pester them anymore... but they didn't change him back completely.

Also, given that the Prophets don't seem particularly murderous... what exactly did they do with that Jem'Hadar armada?
