its not going to be Sky, Sky would not do it if it was to air free elsewhere.
C4 is five years behind Sky when it comes to the Simpson's.
As for Sky/Primeval, based on Skys behaviours with Prison Break, Lost, & House, what on earth makes you think that Sky are willing to share the rights with ITV? (you could also include Nip/Tuck & 24, but both have aired a couple of seasons on Sky 3)

ITV could have the 1st run and instead of Showing the catch up ep on ITV2 they put it on watch/Dave.

ITV is considering a radical plan that could see it share hit dinosaur drama Primeval with a rival broadcaster to spread the cost of the effects-heavy series.
MediaGuardian.co.uk understands that the independent production company behind Primeval, Impossible Pictures, has presented ITV with a proposal that could see the fourth series of the Saturday evening drama premiere on a digital channel before airing on ITV1 later.
It is understood that the Sci Fi channel is being eyed as a potential home for the show, although Sky1 has been ruled out as it is too much of a direct rival to ITV's digital service ITV2.
That's the same story on Digital Spy, but it's attributed to an unnamed source, with no confirmation from ITV... I wouldn't be surprised if it were true, but seems to be a bit internet rumour-y so far.

I was thinking of the movie, m'self, but if a spinoff does happen, yes, please, let Canada do it.
