That's not uncommon. It can often take about a year to complete one episode of an animated series. That's why they need large teams of artists.Whatever style they are using on Lower Decks it’s something that takes a long time to do. While production on that series started before the Picard series, it will be shown afterwards.
But at the same time, the visuals are extremely important in an animated series. If it's unpleasant to look at, it's less likely to attract an audience.If they spend too much on animating at expense of the story, then it will be a failure.
And the most ironic mirror to the classic animated series imaginable.Gimme Rick and Morty animation style, with same style of acting and storytelling and I'll be hooked. If they spend too much on animating at expense of the story, then it will be a failure.

I am not a fan of the look of Star Wars Clone Wars, too. I just think humans look weird animated when they try to go too much for realism and Clone Wars does it. Avatar The Last Airbender looks in my opinion way better, although it is a cute look and might only be something for the kids Star Trek series and not Lower Decks. I also like the look of the Simpsons more than Clone Wars to be honest. Also Futurama. Something like that might be nice for Lower Decks. Just not something like Family Guys though. That series looks ugly like hell. I think it is the look of the characters which bothers me. I only saw bits of the show here and there while changing channels and because it is so utterly ugly I never kept watching.
I would love to see a style similar to the original Jonny Quest, as seen in the opening and end credits. Nice smooth lined retro look (and I'm positive there's no chance in hell of that happening, or even being considered)
The figures are a little too angular sometimes but yeah, Venture Brothers style could work.I like that style. I'd suggest something similar but modern is the art style of Venture Bros. Kind of the same vein.
