I pass this every day on the way to work. One thing always jumps out at me.

I agree, Soup's On having two locations in the same building does seem pretty suspicious...
It does explain why one of the DEA code words for heroin is "Minestrone," though. 
It's a redundancy, in case the first location experiences problems. Soup's On is not merely the name of a place specializing in soup; it is a promise. The soup is on, and it is always on, whither you want it to be or not.
An underground movement once tried to sabotage both locations in late 2003, but they failed. Soup's On, and it cannot be stopped.
