Possibly a dumb question, but... what did it look like before?
Not sure if there was anything major done or if this was routine maintenance but, the ship is USNS Laramie:

Lol, well no major hull changes, etc., just the normal dry docking maintenance that’s done twice over each 5-year cycle.
But she was looking pretty rough — as the saying goes, ‘Run hard and put away wet.’

Well, she is an "AOE" (basically underway replenishment ship) and that's their lot in life.
^ True, but still… The crew needs to take care of the ship. This particular one doesn’t, apparently. *sigh*
