I rewatched "Phage" a week ago, a good episode.

But one thing struck me. According to further events in the series, star maps and such, the Vidiians seem to occupy a large part of space in that area of the Delta Quadrant. But Neelix, who often presented himself as some sort of expert on that area didn't seem to know that it was the Vidiians who had taken his lungs. Shouldn't he have been aware of the fact that they were close to Vidiian space and shouln't he had told them about who the Vidiians were and why they were harvesting body parts from other species?

I thought it was obvious from the second episode that Neelix was lying about how familiar he was with that region of space? When asked by Janeway he'd start out w/ "Very Familiar" to "Vaguely Familiar" to "Not familiar at all, actually."

Neelix pretty much lied about many of his skills and knowledge because he was a con artist.
Prime example was: "Rise".
He told Janeway & Tuvok he had experance with Meg-Lifts.
The truth was he didn't, he only knew of them from building one as a toy.
Neelix was in trouble with the Kazon in "Caretaker" because he'd been lying to them too.
He lied to Janeway in order to rescue Kes.
He lied again about being a great cook.

Regardless of whether or not Neelix was a liar in the sense that he was an expert he still should have had some idea about the Vidiians right? I'm pretty sure (though correct me if I'm wrong) Voyager hadn't traveled very far from their original point in the Delta Quadrant (meaning the crew hadn't succeeded in shaving off decades or a handful of years here and there yet) so shouldn't he at the very least have been aware of them?

The Ferengi are from the Alpha Quad. and Starfleet still knew next to nothing about them until TNG., even with all the intelligence gathering Starfleet has. So it's not hard to assume that one Talaxian might know nothing of the Vidiians.

I think once you understand that Neelix was not only alone but homeless, you can understand him better.

When we met him, he was living in garbage.
Think about it, if it was you wouldn't you lie your ass off to stay onboard such a luxury ship such as Voyager?
To a homeless person, something like a replicator is a gift from God.

Janeway saw purpose and potential in him and just like w/ Tom, she what to give him that chance.
It's very humanitarian of her.
