I got the impression Kirk didn't let Finnegan bully him per se; they fought each other all the time, it was just that Finnegan always won those fights. And that's actually not out of character for Kirk because there were a couple of times he fought a Starfleet captain with more hand-to-hand experience, and lost. Nope - that was never stated by Kirk in TOS S1 Shore Leave, not once.I believe Kirk once said that if he even laid a finger on Finnegan in retaliation, he (Kirk) would be kicked out of the Academy.
Which kinda begs the question, are cadets really supposed to put up with this shit? Kirk just has to let Finnegan bully him, day after day, and not be able to do anything about it? That's a recipe for disaster right there.
