It was supposed to be Sol, though, according to Asherman's making of book. IIRC, the patch represented the wearer's home system--Saavik's patch should have looked a lot different, I guess--don't know if we ever see it clearly enough to check.
Perhaps by the 24th century, we've demoted Mercury as well as Pluto. Or it fell into the sun after the first "slingshot" caused a gravity well of some kind.

Yep, they are the same, except for the color of the outside part, which seems to match the departmental color.
That was my take on it, also. I like the way you think.
In-universe explanations would have to take into account that all the Enterprise and Grissom personnel wore the same jackets/patches, with departmental color variation only.
Perhaps the patch is actually a device of some sort, its concentric shape dictated by its function, and Starfleet just applied a nice decorative motif onto the shape..?
